Culinary Water & Utilities

If a water main breaks or you notice a drastic drop in water pressure, please call our Water Department supervisor, Jed Woodward, at 435-770-9339 or Mayor Mike Benson 435-770-2188 to report it.
Newton Town provides culinary water to residents within Newton Town boundaries.  If you are a homeowner, you must fill out this form and bring it to the Newton Town office during business hours.
Newton is contracted with Waste Management for Garbage and Recycling services.

Business

If you are opening a business in town or running a business from your home, you will need to obtain a business license from Newton Town.  In some cases, a conditional use permit will also need to be obtained from the Newton Planning Commission.
Please click here (Business License Application )for the application for a business license. Once you've filled it out, please bring it to the Newton Town office during regular office hours.  All license requests are reviewed for approval.  Licenses must be renewed annually.  The business license fee is $25.

Building Permits

No, but the fence can't be higher than six feet. And if you're on a corner lot, it can't obstruct the view of the intersecting streets. The fence must be located on your property.
As long as the square footage of the shed is under 200 sq. ft you won't need a building permit. However, if you plan to run any utilities to the shed, regardless of size, you will need a permit. When planning where to put the shed on your property, if it is 50 feet back from your front property line, than it can be one foot off the side or back property line. Also, it must be 10 feet from the dwelling. Contact any member of the Newton Planning Commission to verify your setbacks.
Only if additional plumbing, electrical or heating/cooling work will be done. If the basement has already been "roughed" in with those items, a building permit is not required.
Same conditions as the basement apply. However, if you are doing any type of structural addition or modification, you will need a permit.

Procedure for Newton Town Building Permit Application

• We are now using City Inspect software for all building permit applications.

• A builder must create an account or if you already have an account with City Inspect just log in and create a new application. The portal tells you everything you need to submit. It varies from type of application (shed, remodel, new home). After your submission you will get plan review emails and updates. With City Inspect you can see the status of your project not only during plan review, but during construction.
A new plan review fee will be implemented by Hyde Park City,  $250 for new home construction or $75 for other construction projects. The review fee should be paid to Newton Town at time of application.
• A building permit application may require all of the following:
  • Completed application
  • Building plans drawn to scale, including: exterior elevations, floor plans, foundation plan, framing detail, cross-section, stair detail, electrical plan, and plumbing/heating plan.
  • For new home construction; a model energy code analysis. www.energycodes.gov
  •  site plan showing building, property lines and set backs
  • proof of ownership or county plat map
  • notarized owner/builder form if applicable
• Site Plans submitted along with the application and plans will be automatically reviewed by a member of the Newton Planning Commission.

Park Pavilion & Town Hall Classroom Rental

The Park Pavilion is available to rent along with the kitchen. The pavilion has 6 tables with benches, and can seat 20 people each. The park has outdoor restrooms available during the warmer months for use, located on the north side of the Town Hall Building by the baseball diamond.

The Town Hall Classroom is available to rent and has a capacity to seat 60.  There are 4 long tables and 4 round tables, along with 60 chairs available for use. Please note it is an older building and their are limited electrical outlets, so we recommend you bring power strips and extension chords to use.

Please contact the Newton Town office during town office business hours to make a reservation. You can also check for availability on our town calendar located on the website under reservations.

Town Park

Dog License

Any dog six months or older is required to be licensed yearly with Newton Town. All dogs that live in Newton (regardless of ownership) are required to be licensed even if they stay inside your home or never leave your yard. Proof of rabies vaccination is required. All dogs must be licensed beginning January 1 to  March 31. After this date license fees double. Owners may be issued a citation for failure to have his/her dog properly licensed. Three or more dogs require a conditional use permit and kennel license.

Newton Cemetery

The Newton Cemetery is located about a mile north of Newton Town. The Newton Town Cemetery is managed by its own special district and not Newton Town.

Newton Dam

Newton dam is under the management of the Bureau of Reclamation.

Overview

Newton Dam is an earthfill structure on Clarkston Creek approximately 2 miles north of Newton. It is 101 feet high and has a volume of 410,000 cubic yards. The reservoir has a capacity of 5,600 acre-feet. The service spillway is controlled by a radial gate. An emergency spillway with an uncontrolled crest 1,000 feet long is located near the west end of the dam. A horseshoe conduit, 4 feet in diameter, controlled by a slide gate, serves as outlet works.

Geology

Newton Dam is located in the Cache Valley, a Late Tertiary (Neogene) graben along the eastern margin of the Basin and Range Province. The valley was occupied by an arm of Lake Bonneville in Quaternary times. The dam and appurtenant structures are founded in surficial sediments deposited in the ancient lake.
